French ICT-Asia Programme is a cooperation Programme by French government to foster cooperation and networking in research and training in ICT in Asia. The ICT-Asia programme was launched in November 2003 in Bangkok at the first regional seminar held at the Asian Institute of Technology (AIT), which was attended by more than 70 representatives from France and a dozen countries in the region. In partnership with France, the network brings together nine ASIAN countries (Myanmar, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam), in addition to countries in the Far East (China, Korea and Japan, for example). The aim is to strengthen high-level collaboration on a mutual-benefit basis between France and both emerging and developed Asian countries and to contribute to the integration of the less developed countries in the area into the information society.

Two partners of the CyberC3 Project, SJTU and INRIA, were involved in the preparation of a proposal for this ICT-Asia Programme with other four partners from Sungkyunkwan University (Korea), University of Tokyo (Japan), Nanyang Technological University (Singapore), and LASMEA-GRAVIR (France). This proposal has been successfully submitted to the French ICT-Asia Programme on March 15, 2005.
This new project will be focused on the cooperation on the research on intelligent vehicles. The title of this application is: French-Asian Cyber Transportation (FACT). The objectives are:
To advance the state-of-the-art technologies on an intelligent and environment friendly robotic vehicle referred to here as cybercars, through international collaboration, by taking advantage of the rapid growth of information and communication technologies.
To promote the application of cybercars to autonomous personal public transportation, called here as Cyber Transportation, in campuses, airports, tourist attractions, shopping malls and traffic-/pollution-free residential and apartment complexes.
To expand the concept of cybercars and CyberTransportation to Asian regions including China, Japan, Korea and Singapore.
To exchange ideas, research results and technologies to be outsourced among the collaborating partners through joint workshops, symposia, seminars, as well as exchanging researchers.
